Can License Bureau @ Courthouse track criminal history/warrants?

Ok... I'm gettin really frustrated w/ this person in my life who (as a result of 3 DWI's) lost his license. He hasn't had it in like, 3 yrs and is afraid to go get it renewed or get a State ID because he thinks for SOME reason they might have a warrant because his PO stopped returning his phone calls and he hasn't heard from him in a year... I keep telling him CALL SOMEONE AND CHECK but of course...stubborn. He's completely changed his life around, become sober, and is a law abiding citizen...but this ONE thing is just looming over his life and I think he's afraid. SO I'm wondering if any of you folks out there (Possibly Minnesotans?) might know if, at the Licensing Bureau, a warrant or criminal history can be tracked when applying/updating a driver's license/state I.D. Again, this is in MN. Not sure if that makes a difference?? THANK YOU!
